Tossico o non tossico? Questo è il problema!

Mentre tra i non esperti di economia si è radicata velocemente la convinzione che siano non meglio precisati "titoli tossici" la principale causa della crisi finanziaria internazionale, da qualche tempo si assiste in misura lenta ma continua ad un interessante fenomeno che a prima vista avrebbe del paradossale: le banche, che durante il momento acuto della crisi sono state aiutate mediante fondi governativi statunitensi a liberarsi dei titoli tossici, adesso li stanno riacquistando.
Al riguardo, cito l'articolo odierno apparso sul Wall Street Journal 4/1 "Bank of America Pays for Soured Loans": "Bank of America Corp. began to put one of its most vexing problems behind it by paying Fannie Mae and Freddie Mac almost $3 billion to cover bad mortgages the government agencies purchased from the bank's Countrywide Financial mortgage unit. For several years, requests have been piling up for the nation's largest bank by assets to repurchase mortgages that allegedly ran afoul of its own underwriting standards. Total new mortgage repurchase claims amounted to $12.8 billion at the end of the third quarter, and about $6.8 billion of that amount was from Fannie and Freddie. The settlement on Monday, which began to thin the cloud of uncertainty over the bank, helped to allay investors' concerns that the mounting requests could overwhelm the bank. Investors pushed shares up 85 cents, or 6.4%, to close at $14.19 as the amounts paid to Fannie and Freddie were largely in line with what many had expected. But the settlement doesn't affect the roughly $6 billion in repurchase requests from insurers and private investors who purchased Countrywide and Bank of America loans. Compounding the problem of uncertainty, analysts are divided about how damaging the private requests could be. Their estimates of the bank's ultimate exposure vary wildly, ranging from $8 billion to $35 billion".

Come è possibile? Evidentemente non è per generosità o mero senso civico...
Quella che a prima vista potrebbe sembrare una follia, ha invece alle spalle una spiegazione molto più raffinata: i "titoli tossici" (se generalizzazioni sono possibili) non sono in realtà tali, ma hanno sempre avuto delle ottime possibilità di rendimento. Essi sono semplicemente diventati illiquidi nel momento in cui i tassi di interesse sono aumentati di molto nel periodo precedente alla crisi. La qual cosa ne ha praticamente fatto evaporare il mercato, buttando nel caos migliaia e migliaia di investitori privati o istituzionali in giro per il mondo, che si sono trovati improvvisamente a detenere dei titoli non più commerciabili.
Tuttavia, questo vuol dire che se ritornassero ad esserci le condizioni "giuste" di mercato, questi titoli verrebbero nuovamente scambiati come prima. Rimane a questo punto da capire quali sono le "condizioni giuste di mercato".
A mio avviso, nel momento in cui gli investitori dovessero convincersi che i tassi di interesse rimarranno a lungo bassi (e questo potrebbe essere il momento giusto! NdA), riacquistare i precedenti mutui garantiti dal Governo USA potrebbe diventare un affare d'oro. Tali titoli infatti (soprattutto se sotto forma di Mortgabe Backed Securities e di Collaterized Debt Obligations) garantiscono un rendimento certo a fronte di un rischio minimo, e comunque gestibile.
Tale ragionamento è presente anche nell'eccellente analisi di R. Chrisopher Whalen (Institutional Risk Analytics) "The Subprime Crisis: Cause, Effect and Consequences" in cui tra le altre cose si dice: "While the subprime fiasco may cause the insolvency of a large commercial bank during 2008, the survivors may be able to report extraordinary gains on these same written-down assets once the current investor hysteria passes. As and when the dealer community and their patrons in Washington make adjustments to the structured asset business model, much of the paper now viewed today as toxic waste may actually be quite valuable".

Che sia questa la tendenza cui assisteremo nel corso del 2011?

Mercoledi 5 Gennaio 2011: I miei argomenti trovano piena conferma nell'articolo CNBC 4/1 "Wall Street Preparing $4 Billion of Commercial-Mortgage Bonds": "Deutsche Bank AG, UBS AG and JPMorgan Chase & Co. are preparing the year’s first bond sales tied to commercial property loans, according to people familiar with the transactions. Deutsche Bank and UBS are teaming up to issue as much as $2.5 billion in commercial mortgage-backed securities linked to loans on office buildings, shopping malls and hotels in what would be the largest offering of its kind since the market froze in June 2008, according to a person familiar with the deal. JPMorgan plans to sell $1.5 billion in similar debt, a person familiar with that sale said. Wall Street banks are building a pipeline of property loans to package into bonds as investors seek higher yields while the Federal Reserve holds its benchmark interest rate near zero. Sales of securities backed by mortgages on commercial property may quadruple to $45 billion in 2011, according to JPMorgan. Issuance plunged to $3.4 billion in 2009 after the credit markets seized during the financial crisis. CMBS new issue still offers attractive returns relative to other fixed-income products,” said Andrew Solomon, a managing director at Angelo Gordon & Co. in New York. “Even with new issuance picking up steam, the net supply of CMBS is still shrinking while demand is increasing. I’m pretty sure that means spreads are going to continue tightening”. Both the Deutsche Bank and UBS transaction and the JPMorgan offering are slated for next month. Yields Fall. Top-rated securities tied to commercial mortgages yield 2.25 percentage points more than the benchmark swap rate, compared with 3.95 percentage points a year ago, according to a Barclays Plc index. The spread was as high as 12.4 percentage points in March 2009 as investors fled to the safety of U.S. government debt amid uncertainty over how policy makers would resolve the financial crisis. Other banks lining up debt sales linked to commercial real estate include Morgan Stanley, Bank of America Corp., Goldman Sachs Group Inc., Royal Bank of Scotland Plc and Wells Fargo & Co., people familiar with the plans said. Sales of commercial mortgage-backed securities are a boon for property owners that have struggled to refinance maturing loans amid a dearth of new lending. About $61.3 billion in property loans packaged into bonds comes due in 2011, according to JPMorgan".

E' di fonte structuredcreditinvestor.com del 27/1 "Euro RMBS returns to life": "The European RMBS market experienced a slow start to the week before a spike in bid-list activity today, which has generated investor interest. Meanwhile, Aire Valley paper has rallied strongly on the back of a statement from the issuer. "Monday started slowly, with not much client or Street activity happening. We've seen a ramp up today, however, so it has got busier," one RMBS trader says. This ramp up involved the arrival of five bid-lists, which although not large in size - three to four lines each - helped generate activity. The trader continues: "The bid-lists included some UK non-conforming, as well as off-the-run deals. With off-the-run deals, we have to sit back and wait to see who's interested; it's not clear-cut. A lot of non-conforming lists came out at the beginning of the month, so this week the market seems to have taken down a lot of that risk". Elsewhere in the sector, Granite triple-A paper is down by 15 cents today from yesterday. "Triple-As opened at 94.05, while triple-Bs currently stand at 59-60 as the bid-offer," the trader confirms. Meanwhile, the Aire Valley programme generated publicity this week as a notice from the issuer revealed that some of the notes in the series were overpaid. "This caused a stir in the market, with people putting bids out for paper on the back of the news. Consequently, it has rallied quite heavily and driven prices up," the trader says".

Il colosso assicurativo statunitense AIG dichiara di voler riacquistare 15.7 miliardi di Dollari di crediti ipotecari dalla FED di New York. Il guadagno netto per quest'ultima sarebbe di 1.5 miliardi di Dollari....quanto invece quello di AIG?

"Der Versicherer American International Group (AIG) will ein großes Portfolio zweitklassiger Hypothekenanleihen von der New Yorker Notenbank zurückkaufen. Die regionale Notenbank hatte die Wertpapiere 2008 bei der staatlichen Rettungsaktion für den Versicherer erworben, damit AIG im Gegenzug dringend benötigte Barmittel erhielt. AIG bot der Notenbank jetzt 15,7 Milliarden Dollar für die Übernahme der hypothekenbesicherten Anleihen. Im Rahmen ihrer komplexen Vereinbarung mit AIG würde die Notenbank damit 1,5 Milliarden Dollar Gewinn machen.
Der geplante Kauf der Wertpapiere, die AIG mit Prämieneinnahmen aus dem Versicherungsgeschäft finanzieren will, ist ein weiteres Zeichen der geschäftlichen Erholung von AIG. Der in Schieflage geratene Konzern war mit mehr als 180 Milliarden Dollar staatlicher Hilfen und Garantien gestützt worden, um möglicherweise desaströse Auswirkungen auf das gesamte Finanzsystem zu vermeiden. Mit dem Verkauf und dem Börsengang verschiedener Sparten hatte AIG in den vergangenen Monaten fast 40 Milliarden Dollar der Staatshilfen zurückgezahlt. Das amerikanische Finanzministerium, das weiterhin die Mehrheit an AIG hält, will seine Aktien zudem nach und nach verkaufen".

Ancora sui tassi di interesse FED e BCE nel 2011!

Tra gli articoli più letti nel mio blog ci sono al momento quelli riguardanti le previsioni sui tassi di interesse, di cambio e di inflazione delle principali economie mondiali.
Già in alcuni post precedenti ho preso una posizione chiara sull'andamento di tali variabili economiche, citando in alcuni casi le fonti che mi sembravano più autorevoli.
Forse l'aspetto più difficile riguarda le previsioni sui tassi di interesse negli USA e in Europa. Le ragioni sono essenzialmente di tre tipi:
  1. Nel corso del 2010, le Banche Centrali dei principali paesi del mondo hanno agito attuando misure non-convenzionali e quindi, la probabilità di politiche monetarie non-attese dai mercati rimane ancora alta nel 2011 (le stesse dichiarazioni di FED e BCE lasciano aperta tale strada). Ciò potrebbe lasciar intuire che i tassi di interesse rimarranno al livello attuale anche nel 2011;
  2. Il sistema bancario internazionale sarà alla ricerca spasmodica di fondi, e ciò potrebbe portare ad un innalzamento del tasso di interesse interbancario, se le banche centrali dei paesi interessati non dovessero provvedere a rifornire di moneta i mercati. Questo bisogno di denaro è spiegabile sia come prolungamento della crisi dell'Euro (vedi per esempio Bloomberg 17/12 "Spain Banks Face 2011 Revenue Drain on Funding Costs"), sia come previsione di un aumento delle insolvenze e bancarotte aziendali nel 2012 (!) (vedi FAZ 14/12 "Hochzinsanleihen, Erst 2012 wieder mehr Ausfälle erwartet"), sia infine come adeguamento anticipato alla futura regolamentazione internazionale di Basilea III, che richiede alle banche di farsi trovare pronte per il 2019, data di introduzione definitiva della nuova normativa di regolamentazione dei bilanci bancari (vedi FAZ 16/12 "Basel III, Banken brauchen bis 2019 mehr als 600 Milliarden Euro";
  3. La fragilità dell'economia mondiale potrebbe suggerire un mantenimento di tassi di interessi stabili per non aggravare ulteriormente il problema delle diseguaglienze tra economie anemiche (per esempio, Europa) ed economie surriscaldate (per esempio, Asia). A far propendere per questa ipotesi è il fatto che negli USA i rendimenti sui Titoli di Stato (tabella 1) sono attesi al rialzo (quindi, perdite patrimoniali sui titoli detenuti in portafogli) mentre le aspettative di inflazione (tabella 2) sono stabili (quindi, non esiston al momento spinte sui prezzi). Se questa ipotesi si dimostrerà vera, si delineerebeb tuttavia uno scenario alquanto pericoloso, perchèle banche centrali sarebbero obbligate a pompare moneta nel mercato ogni qual volta ci siano aspettative di aumento dei rendimenti sui titoli detenuti in portafoglio...una evenienza non sono insostenibile nel lungo periodo, ma anche deleteria poichè le banche centrali verrebbero di fatto private dell'autonomia nella conduzione della politica monetaria.

Nonostante le gravi preoccupazioni sullo stato di salute dell'economia mondiale, probabilmente alla fine la decisione sarà di non modificare i tassi di interesse nè negli USA nè in Europa...forse si tratta di una medicina necessaria, ma non sono davvero sicuro che sia la medicina migliore in assoluto.

AGGIORNAMENTI

Martedi 4 Gennaio 2011: Un altro commento autorevole si aggiunge alla lista di chi non ritiene verosimile un aumento dei tassi di interesse nel 2011. Questa volta la fonte è Jan Hatzius, Capo economista di Goldman Sach's, secondo cui non ci sarà alcuna estensione del programma di QE2, il livello dell'inflazione non sarà causa di apprensioni e i tassi di interesse non verranno modificati prima del 2013 (vedi CNBC 3/1 "Fed Unlikely to Raise Rates Until 2013: Goldman's Hatzius": "The Federal Reserve likely won't add any more stimulus to the economy this year but will probably hold off on raising interest rates until 2013, Jan Hatzius, chief US economist for Goldman Sachs, told CNBC Monday. “As we’ve gotten more optimistic about growth, we’ve taken down the QE2 expectations, we don’t think that beyond the $600 billion that has been announced we don’t think that they will add additional money,” Hatzius said. "In terms of the level of interest rates, we still think that they will basically be at zero in 2011 and probably in 2012 as well," he added. Inflationary concerns aren’t warranted, he explained, especially considering the sluggish growth in jobs. “I find it hard to believe that we’ll get higher inflation, broadly speaking, at a time when we have a 9.8 percent unemployment rate,” he said").

Cosa attenderci dal tasso di cambio Euro/Dollaro USA nel 2011

LEAF Situation Room© - E' certamente un esercizio affascinante mettere alla prova le proprie conoscenze per cercare di immaginare quello che ci attenderà nel 2011 in termini di andamento del principale tasso di cambio internazionale, ovvero l'Euro/Dollaro USA. Numerosi sono infatti i fattori in gioco, sia di natura politica che strettamente economica.
Tuttavia, in questo post proverò a delineare le tendenze ad oggi (!) desumibili dai mercati a pronti e da quello dei titoli derivati. Se vige perfetta efficienza dei mercati finanziari, le mie argomentazioni troveranno pieno riscontro nel corso degli eventi del 2011. Questa analisi presuppone gli argomenti affrontati nei miei precedenti articoli "L'anno che verrà" e "Previsioni sui tassi di interesse 2011".

Assunzioni base:  
  • Tasso di cambio a pronti Euro/Dollaro USA al 30 Dicembre 2010 ore 3:50 CET: 1.3296 (Fonte: Comdirect.de);
  • Tasso ufficiale di sconto BCE: 1%;
  • Tasso ufficiale di sconto FED: 0-0.25%;
  • Future sul cambio Euro/Dollaro USA:  Marzo 2011: 1.3294; Giugno 2011: 1.3287 (Fonte: CNBC.com);
  • Ipotesi forte: nessuna variazione dei tassi di interesse nel 2011 (Fonte: Raiffeisen Research, citato in "Previsioni sui tassi di interesse 2011").
Previsioni:
  1. Nel primo trimestre del 2011 continuerà il percorso di apprezzamento dell'Euro, sia pure in maniera piuttosto modesta rispetto ai livelli di fine 2010. In particolare, l'Eurozona beneficierà di un modesto deflusso di capitali dagli USA, probabilmente dovuto a riposizionamenti dei portafogli in valuta delle principali economie mondiali;
  2. Nel secondo trimestre l'apprezzamento dell'Euro dovrebbe proseguire con maggior forza nei confronti del Dollaro USA. L'apprezzamento è spiegabile per la maggior parte attraverso l'ampliamento dei differenziali di tassi di interesse interbancari tra Europa e Stati Uniti. Ciò sembra suggerire un apprezzamento dell'Euro nonostante il riacuirsi delle tensioni del credito sui mercati bancari europei;
  3. Nel terzo e quarto trimestre continua ad aumentare la forbice tra tassi di interessi interbancari tra Europa e Stati Uniti. Ciò, in presenza di attese di apprezzamento dell'Euro sui mercati a termine, condurrà ad un massiccio afflusso di valuta in Europa, con conseguente aumento dell'inflazione europea. L'afflusso di valuta sarà essenzialmente riconducibile a possibilità di arbitraggi ed a moneta di breve termine (c.d. hot money), cioè valuta che approda in Europa in attesa di più conveniente destinazione estera. Il tutto lascia suggerire un ulteriore aumento nei rendimenti dei Titoli di Stato delle economie europee maggiormente indebitate ed un aggravamento degli squilibri economici intra-europei.
Queste conclusioni sembrano confermate dai seguenti articoli:
  1. FAZ 26/12 "Deutsche-Bank-Chefvolkswirt „Die Euro-Krise wird 2011 weitergehen“": il capo economista di Deutsche Bank sostiene che la crisi dell'Euro ci accompagnerà anche nel 2011;
  2. Bloomberg 30/12 "Pimco Says U.S. Will Keep Reserve-Currency Status": il money manager di PIMCO, colosso statunitense di fondi obbligazionari, sostiene che gli USA nel 2011 premeranno perchè il proprio debito continui ad essere acquistato da money managers in giro per il mondo. Il Dollaro pertanto dovrebbe deprezzarsi per invogliare l'acquisto di dosi sempre più massiccio di debiti USA.
AGGIORNAMENTI

Domenica, 1 Gennaio 2011: La maggior parte dei commentatori è invece di diverso avviso. Dopo la perdita sostanziale nei confronti dell'Euro nel mese di Dicembre, sembrerebbe più probabile un "rimbalzo" del Dollaro, un recupero ciè parziale delle perdite. Vedi CNBC 31/12 "Market Insider: The Dollar Could Rebound in January": "The dollar is closing out December near its lows for the month, but odds are good that it will rebound in January. (...). "Oversold positions in the euro, a lot of end of the year squaring and positioning, and all of that kind of feeds on itself. You had end-of-year euro demand and it created a lot of short covering and drove the euro up substantially," said Boris Schlossberg of GFT Forex. "Next week, we'll see if this rally has legs on the euro, when everyone comes back to the market. I think all the euro skeptics closed up their books and went away on vacation and gave the euro a chance to rally," he said".
Previsioni mensili cambio Euro/Dollaro: Stato delle previsioni LEAF

31 Gennaio 2011: Eccellente finora il riscontro delle previsioni da me fatte. Nel mese di Gennaio l'Euro si è apprezzato nei confronti del Dollaro USA di oltre il 2%. Dopo un deprezzamento nella prima decade del mese (essenzialmente dovuto al minore volume di transizione per le numerose festività soprattutto in Europa), l'Euro recupera ininterrottamente oltre il 5%. Attualmente il cambio è 1,3704USD (Fonte Comdirect.de, 31.01.2011 - 5:46 pm CET).

Per Febbraio le mie previsioni continueranno ad essere valide o, addirittura, il fenomeno dovrebbe intensificarsi. Almeno così si intuisce dal quadro aggiornato della situazione desumibile dai mercati del pronto-contro-termine (vedi tabella qui sotto):
28 Febbraio 2011: Eccellente anche il riscontro delle mie previsioni nel mese di Febbraio. L'Euro prosegue la sua corsa nei confronti del Dollaro USA, nonostante i problemi collegati alla crisi dell'Euro. Rispetto al 30 Dicembre 2010, a quando cioè risalgono le mie previsioni originarie, l'Euro si è apprezzato del 4%, rispetto al 2% di fine Gennaio (vedi tabella sopra).

Per Marzo il processo di apprezzamento dell'Euro dovrebbe continuare sia pure ad un ritmo inferiore (!). Infatti, le recenti vicende sui mercati mondiali (rivolte popolari Medio Oriente e Nord-Africa e conseguenti timori per il prezzo del petrolio) hanno portato al rialzo il future sull'Euro con scadenza Marzo, che oggi è quotato con uno sconto rispetto al tasso di cambio Euro/Dollaro USA a pronti. Ciò vuol dire che i mercati si attendono ora un leggero deprezzamento dell'Euro (al momento) per il solo (!) mese di Marzo, rispetto ai livelli di Gennaio.
Tuttavia, giudico questo fattore di portata limitata, per tre motivi:
  1. I future per scadenze più lontane nel 2011 sono quotati con un premio: questo vuol dire che i mercati tornano a scontare un apprezzamento dell'Euro per scadenze oltre (!) il mese di Marzo;
  2. Il differenziale di tassi di interesse tra Europa e Stati Uniti rimane alto e comunque maggiore del differenziale dei rispettivi tassi di cambio: ciò lascia intuire un ridimensionamento dell'attuale scenario di afflusso di capitali dagli USA, ma non (!) un sostanziale declino;
  3. L'intensificazione dell'afflusso di capitali dagli USA riprenderà con vigore, tanto più marcato sarà l'apprezzamento dell'Euro. 

Domenica, 6 Marzo 2011: Segnalo l'articolo CNBC 4/3 "Dollar Option Bulls Come Out in Force After Payrolls". E' il primo di mia conoscenza in cui si parla esplicitamente della tendenza strategica del Dollaro USA "long put" (acquisto di opzioni di vendita) sui mercati derivati: "The options market is gearing up for a bull run in the dollar after February's non-farm payrolls showed improvement in the U.S. jobs picture". Ovviamente, questo articolo conferma le tesi di fondo da me espresse nel mio post.

Giovedi 31 Marzo 2011: Eccellente il risultato delle mie previsioni del Mese di Marzo: l'Euro continua ad apprezzarsi nei confronti del Dollaro USA. Nella prima parte del mese l'apprezzamento è stato modesto, ma il tragico evento del contemporaneo terremoto e tsunami in Giappone, e il conseguente rischio di un nuovo disastro nucleare, ha accelerato un processo già scritto nella struttura per scadenza del mercato.
Per Aprile, aumenta il differenziale di tassi di interesse europei rispetto a quelli statunitensi. Ciò, accompagnato da una sostanziale parità nel future sull'Euro (al momento, si registra una assai lieve tendenza all'apprezzamento) comporterà un aumento dell'apprezzamento dell'Euro nei confronti del Dollaro USA. In particolare, l'apprezzamento dell'Euro sarà essenzialmente dovuto a differenziali nei tassi di interesse: questo vuol dire, che un eventuale aumento dei tassi da parte della BCE finirebbe solo per aggravare la crisi.
Tale processo di apprezzamento dell'Euro dovrebbe in ogni caso essere più intenso di quello registrato nel mese di Marzo (depauperato degli effetti dello tsunami giapponese). Questo comporterà ancora:
  1. Aumento dell'afflusso di capitali in Europa;
  2. Aumento dell'inflazione europea.
Segnalo al riguardo il seguente articolo, che - sia pure riferito ad un contesto radicalmente diverso - fa capire bene che cosa vuol dire "afflusso di capitali in Europa"...le banche europee sono state tra i maggiori beneficiari degli aiuti finanziari della FED durante la crisi di liquidità del 2008. 
CNBC 31/3 "European Banks Were Big Fed Borrowers in '08 Crisis": "A bevy of European banks, including second-tier players Dexia and Depfa, took out tens of billions of dollars in emergency loans from the U.S. Federal Reserve as the financial crisis exploded in 2008, documents released Thursday showed. The Fed's lending data, included among more than 25,000 pages of documents that a court forced the U.S. central bank to release, shows that Dexia and Depfa accounted for nearly half of all borrowing on Oct. 29, 2008, the day that lending through the Fed's discount window peaked at $111 billion. Belgian-French Dexia borrowed $26.5 billion and Dublin-based Depfa, a subsidiary of German property lender Hypo Real Estate Holding, borrowed $24.6 billion. The collapse of Lehman Brothers in September 2008 sent the global economy into a tailspin and caused the financial system to seize up. The Fed's documents illustrate how widely the damage spread, forcing banks around the world to seek emergency help. In the days and weeks following Lehman's bankruptcy, the Fed also made multi-billion-dollar loans to other foreign banks through its discount window, including Austria's Erste Group, Bank of Scotland and France's Societe Generale. Venerdi 1 Aprile: Ecco che cosa intendevo quando parlavo di "afflussi di capitale" in Europa: nell'indisponibilità di titoli da dare in garanzia alla BCE per avere fondi di finanziamento straordinari, alcune banche euroee stanno ricorrendo a intermediari finanziari per rifornirsi di denaro a tassi di interesse molto più alti di quelli altrimenti offerti dalla BCE (1) e, solo le banche irlandesi hanno bisogno di essere ricapitalizzate per altri 100 miliardi di Euro, a seguito dei risultati dello "Stress-Test Nr.2" (2).
    1. Reuters 1/4 "Maxed-out at ECB, Europe banks turn to punitive repo market": "Cash-starved Irish, Portuguese and Greek lenders have turned to punitive private borrowing facilities over recent months after maxing-out on official European Central Bank help, in an indication that some 400bn euros of emergency funding is no longer enough to keep the European banking system above water. Investment banks are privately lending tens of billions of euros to eurozone banks through repurchase deals after some lenders were left unable to tap the central bank for more money. Emptied of securities eligible to be repoed with the ECB, such as government bonds, and desperate for cash, they have become dependent on private repo markets willing to lend against riskier assets - albeit at much higher interest rates. The trend paints a much bleaker picture of the European banking system than official ECB figures indicate. While its open market operations have more than halved since last June to its current 415bn euros, implying improving health, for a handful of firms the emergency funding is no longer enough to pay the bills. Bloomberg 1/4 "Ireland Counts on $142 Billion Package to End Worst Bank Crisis": "As Ireland’s bill to clean up Europe’s worst banking crisis reaches as much as 100 billion euros ($142 billion), the country’s authorities are counting on their latest financing plan to be enough. The central bank instructed four lenders yesterday to raise 24 billion euros and announced plans to merge two of them. The government already injected 46.3 billion euros into the financial services industry and set up an agency that paid more than 30 billion euros for banks’ risky property loans in the past year. The total equates to about two-thirds the size of the Irish economy".
Sabato 30 Aprile 2011: Eccellente anche il risultato per il mese di Aprile: l'Euro ha continuato la sua corsa all'apprezzamento nei confronti del Dollaro USA, agevolato sia dalla notizia del declassamento di Standard&Poor's dell'outlook a negativo sul rating del debito USA ("AAA"), che dall'aumento dei tassi di interessi europei decisi dalla BCE.

Per Maggio lo scenario dovrebbe essere sostanzialmente simile a quello di Aprile, cioè aumento dei differenziali di interesse tra Europa e Stati Uniti, in presenza di un sostanziale apprezzamento dell'Euro a termine (al momento +0.10%).
Martedi 31 Maggio 2011: Nonostante l'importante rettifica a inizio mese, l'Euro mostra importanti segni di apprezzamento rispetto al Dollaro USA. Numerose le notizie che hanno dato origine a tale deprezzamento: nuovi downgrade, riacuirsi delle crisi dell'Euro, proposta di nuovo salvataggio per la Gercia (bail-out), da me indicate nei miei post. Rimane tuttavia un sostanziale apprezzamento rispetto ad inizio anno, anche se la chiusura del programma di quantitative easing della FED (prevista per Giugno) e la prospettiva - indicata da molti - di nuovi aumenti dei tassi di interesse, potrebbero presto invertire questa tendenza.

Per Giugno i dati indicano un rallentamento nell'apprezzamento dell'Euro sui confronti del Dollaro USA. Le uniche spinte all'apprezzamento sembrano derivare da differenziali dei tassi di interesse (ancora in aumento), piuttosto che dalle aspettative del tasso di cambio, i quali oggi oscillano tra la pari e una lieve tendenza al deprezzamento.


Questo può voler dire che nel mese di Giugno il mercato dei titoli derivati si muoverà ancora verso nuovi acquisti, facendo affluire nuovo denaro nelle Borse statunitensi.

Giovedi 30 Giugno 2011: Eccellente il riscontro anche delle mie previsioni di Maggio. L'Euro - nel complesso - mantiene posizioni stabili rispetto al mese precedente, con una leggera tendenza all'apprezzamento (vedi grafico mensile qui sotto).

Interessante notare che il Dow Jones mostri segnali di rafforzamento, nonostante le rotture e i crolli registrati durante il mese probabilmente dovute a reazioni dei mercati sull'annunciata fine del programma di QE2 da parte della FED (vedi grafico qui sotto a 3 mesi):

Per Luglio i dati indicano spinte al leggero apprezzamento dell'Euro dovute essenzialmente ad un aumento dei differenziali di interesse tra Europa e Stati Uniti, e non a movimenti sostanziali sul mercato dei titoli derivati.

Domenica 31 Luglio 2011: Le notizie negative riguardanti la situazione della Grecia, il nuovo pacchetto di aiuti concordato dai rappresentanti dell'Eurogruppo e le speculazioni contro l'Italia hanno rallentato ma non fermato la corsa dell'Euro, che riprende l'apprezzamento sulla scia anche della possibilità di bancarotta USA (il 2 Agosto viene raggiunto il livello massimo di indebitamento consentito e si sta ancora cercando di arrivare ad un accordo per consentire un maggior debito).

Per Agosto, i dati sembrano indicare un leggerissimo apprezzamento dell'Euro a termine, in un contesto di aumento più che proporzionale dei differenziali di interesse. Probabilmente assisteremo ad uno scenario molto simile a quello avutosi nel mese di Luglio, con improvvise rotture seguite da recuperi dell'Euro sul Dollaro USA.


Mercoledi 31 Agosto 2011: Eccellente anche il riscontro di Agosto, con l'Euro che si rafforza leggermete sul Dollaro USA per come da me anticipato (vedi grafico qui sotto).

Per Settembre, prevedo un ulteriore leggero apprezzamento dell'Euro sul Dollaro USA. A convincermi di ciò, il differenziale del tasso di cambio a pronti (1.4364, 8.40pm CET) contro termini (1.469, 8.40pm CET) e quello dei tassi di interesse su scadenzi simili (vedi grafico qui sotto), ancora in aumento. Permane ancora il differenziale tra prezzi delle options (1.4360) e dei futures (1.4357) su scadenze equivalenti, con un margine in leggero aumento (almeno in questo istante).

Interessante notare che il numero di contratti futures sull'Eurodollaro  è aumentato sensibilmente nel corso degli ultimi mesi (fonte: CME Group). Per questo motivo, non (!) concordo con l'articolo CNBC 31/8 "For September, A Break From Selling But Not Volatility", secondo cui a Settembre si assisterà ad un rallentamento delle vendite ma non ad una minore volatilità sui mercati.
Sabato 1 Ottobre 2011: Le mie previsioni di Settembre si sono avverate solo (!) per quanto riguarda la volatilità nei mercati, ma non per quanto riguarda il valore dell'Euro sul Dollaro USA, che - in un solo mese - ha perso tutto ciò che aveva guadagnato da inizio anno.

Come nel mio blog ho sottolineato, la mossa della Banca Nazionale Svizzera (BNS) di adottare un tasso di cambio fisso tra Euro e Franco Svizzero ha impatti diretti sul cambio Euro/Dollaro USA, destinato a deprezzarsi.
La volatilità nel mercato è stata talmente intensa, da essere seconda solo a quella registrata nel 2008 in concomitanza con il fallimento della Lehman Brothers (vedi FAZ 30/9 "Anleger fliehen im September in Scharen aus Rohstoffen"):
Gleich ob Öl, Kupfer oder Gold - die Preise für Rohstoffe sind im September deutlich in die Tiefe gerauscht. Kupfer und Gold verzeichneten die heftigsten Preiseinbrüche seit den Turbulenzen um die Lehman-Pleite im Herbst 2008.
Per il resto dell'anno, le evoluzioni del cambio Euro/Dollaro USA dipenderanno molto da quanto tempo ancora la BNS deciderà di proseguire nel tasso di cambio fisso Euro/Franco svizzero, che potrebbe spingere il cambio Euro/Dollaro USA fino alla parità.
Ad ogni modo,  il differenziale dei tassi di interesse tra Europa e Stati Uniti sta lentamente riducendosi, pur in presenza di attese di apprezzamento (!) dell'Euro. In altre parole, senza l'intervento della BNS si assisterebbe ad un apprezzamento dell'Euro sul Dollaro USA, sia pure a ritmi minori che nei mesi precedenti.


Pertanto, le mie previsioni per Ottobre sono per un tendenziale deprezzamento dell'Euro, a meno che non subentrino ulteriori novità nel comportamento della BNS.

Basilea III, tante pagine ma poche idee.

Avete notato? Ogni qual volta esce una nuova notizia che, in qualche modo, conferma le tesi da me precedentemente sostenute, aggiungo un link di “Aggiornamenti” in fondo all’articolo, e cito le nuove fonti.
Questa volta non sarà così, e dedico un nuovo articolo al tema Basilea III.
In precedenza avevo già spiegato come né Basilea II né Basilea III risolvono il problema della gestione del rischio degli intermediari finanziari, e che anzi si tratta di una regolamentazione internazionale che finirà per aggravare i problemi (vedi: “Da Basilea e ritorno.”).

Ora vorrei portare a conoscenza del pubblico di lingua italiana un articolo CNBC del 27/12, intitolato “Gaming The Bank Regulation System: A Primer” che conferma pienamente quanto da me sostenuto.
L’autore dell’articolo è estremamente diretto e crudo: le regole di Basilea III sono state implementate da oltre 500 delegati provenienti da 27 nazioni, che hanno prodotto 440 pagine di nuove regole, ma queste regole aprono la porta ad arbitraggi…un modo elegante per dire “scommettere contro il sistema” (vedi “It’s eye opening to reflect that the Basel III requirements are the joint production of more than 500 representatives from 27 nations, including top regulators and central bankers. They met dozens of times this past year. They produced 440 pages of new rules. But those rules are just as open to regulatory arbitrgage—a fancy phrase for gaming the system—as ever).

Ecco un esempio concreto - tratto da un articolo dell'OECD citato più oltre - di come la regolamentazione internazionale può essere facilmente aggirata…paradossalmente seguendo la stessa normativa internazionale: ad esempio, una banca che vuole concedere un mutuo per 1 milione di Dollari USA, in condizioni “normali” dovrebbe destinare a fondi di riserva obbligatoria 70.000 Dollari (7%, secondo Basilea III). Se invece acquista uno swap da un intermediario bancario, allora potrà iscrivere a riserva in bilancio appena il 20% del valore nominale del titolo derivato acquistato. L’intermediario bancario a sua volta, invece che destinare il 7% del capitale a riserva, se acquista uno swap da un intermediario assicurativo non-bancario, potrà iscrivere a bilancio l’8% del 50% del valore nominale del titolo acquistato. Dunque, invece che iscrivere a bilancio 70.000 Dollari, se ne iscriveranno solo 16.250 (cioè 14.000+2.650). Poiché l’intermediario assicurativo è fuori dell’ambito di applicazione di Basilea III, questo non sarà tenuto a destinare a bilancio fondi di riserva patrimoniali.
In questo modo, si può osservare che:
  • La regola della quota percentuale da iscrivere prudenzialmente a bilancio è di fatto aggirata;
  • Il rischio di mercato non è di fatto coperto, poichè l’intermediario assicurativo non è tenuto a costituire fondi di riserva;
  • I vincoli di Basilea III incentivano la creazione indiretta di moneta (tramite concessione di crediti), mediante la ricerca di modi legali (!) per destinare a bilancio quante minori riserve patrimoniali.
Questo è l’originale in inglese: “Let’s take a quick example of how a banks can easily shrink the amount of regulatory capital they need for a loan, and subsequently increase their overall leverage. (For real finance nerds, read the OECD paper from which this example is borrowed.) Imagine that Bank of America [BAC 13.27 0.21 (+1.61%) ] ends $1 million to a BBB rated company. That loan comes with a 100 percent risk weighting, which—under the 7 percent Basel III capital requirement—means that Bank of America would have to set aside $70,000 in capital.
Bank of America would rather not set aside $70,000, so it buys a credit default swap from JPMorgan Chase [JPM 42.67 0.59 (+1.4%) ]. Because JPMorgan is a bank, the CDS has just a 20 percent capital weighting. This means that Bank of America must now set aside just $14,000 in capital for the loan. JPMorgan, however, doesn’t want to set aside the necessary capital for the loan, either. So it goes to a non-banking insurance company and buys another swap. (Note: this buying swaps to cover swaps is totally standard, and is one reason the market for derivatives is so huge.)
So how do we figure out how much capital JPMorgan has to set aside. First, you take the CDS spread price—let’s say it’s a 500 basis point spread, amounting to $50,000, plus a regulatory surcharge on the face value of the the bond ($15,000). That total—$65,000—gets divided in half because the off balance sheet risk is given a 50 percent risk weighting. So now we’ve got a total of just $32,500 in risk weighted assets, against with JPMorgan has to create an 8 percent reserve. That amounts to a reserve requirement of $2,560. The insurance company exists outside the banking system, so the Basel III capital requirements don’t follow the risks any further. The two banks have now reduced the capital that needs to be set aside for a $1 million loan from $70,000 to just $16,560. The thing to take away from this little exercise is that almost everything you read about capital requirements going to 7 percent from 8 percent is describing an illusion. The reality is that the actual amounts set aside are far lower once banks use derivatives and off-balance sheeting to reduce their paper exposure”.

Come vedete, non si tratta di aggiungere nuovi argomenti per “affondare” Basilea III, ma piuttosto di trovare le parole più giuste ed efficaci per tradurre in maniera semplice concetti complicati. Leggere questo articolo mi provoca un senso di pace interiore, perché riesce a dire meravigliosamente quello che io – nelle mie intenzioni – ho tentato di dire in maniera efficace.

Gli sforzi della diplomazia economica internazionale sono un vuoto esercizio di potere, poiché di fatto non riuscirà ad impedire la legge economica di massimizzazione delle preferenze individuali. Se il gotha dell’intellighenzia economica mondiale ha saputo partorire queste regole grossolane, di certo non possiamo dire di essere in buone mani. Neppure dovrebbero coglierci di sorpresa tutte le proposte di chiudere i mercati alle transazioni finanziarie in titoli derivati: infatti, se la "regolamentazione" è l'unica strada che si conosce, e questa si rivela (come finora è stato) un vero e proprio bluff, allora la scorciatoia più scontata sarà purtroppo proprio limitare o impedire la contrattazione di titoli derivati, potente strumento in verità di gestione dei rischi.

AGGIORNAMENTI

A poco a poco le notizie girano e sempre più persone scrivono contro (!) la nuova regolamentazione finanziaria globale conosciuta come Basilea III....Il blog LEAF è stato tra le prime fonti a prendere una posizione chiara sull'argomento.
Ecco di ieri l'articolo The Telegraph "G20 and EU 'posturing' could exacerbate future banking crises", in cui si cita un recente documento del TaxPayers' Alliance  "Financial regulation goes global: risks for the world economy" che accusa i politici e i regolatori internazionali di avere erroneamente considerato le cause della crisi internazionale, e di aver posto in essere delle regole che si riveleranno completamente "irrilevanti" quando si verificherà la prossima crisi. Lo stile di scrittura anglosassone è in grado di smontare in maniera efficace e diretta interi fiumi di parole.
In particolare: "The efforts of the G20 and European Union to overhaul financial regulations have been lambasted for being "disingenuous political posturing" that are "increasing the likelihood of future meltdowns", an influential think-tank has warned. (...). "Common capital adequacy rules, while increasing transparency, also encourage homogeneity in investment strategy and undertaking of risk, leading to a high concentration of risk. That means that global regulations can be dangerous because they increase the amplitude of global credit cycles". The paper adds: "The Basel regulations may still be procyclical, imposing more onerous requirements on institutions at times when the system is in trouble." The authors claim the new regulations, including the G20-sponsored Basel rules and the Capital Requirements Directive of the EU, have been based on too narrow a view that "greed and insufficient regulation" were the causes. They argue that "regulations and poor policy choices" were also to blame - and that the authorities are in danger of making similarly dangerous mistakes. (...). The paper claims that parts of the G20 agenda are "completely irrelevant" to reducing risk in the system. It argues: "The idea that "tax havens" and banking secrecy are among the issues that contributed to the financial crisis is completely unfounded. If anything, tax competition could curb some of the excesses of the big, fiscally irresponsible, welfare states by making it difficult for governments to impose too onerous fiscal burdens on mobile tax bases."
Nel documento del Tax Payer's Alliance si va poi oltre, e si sotiene come le cause della presente crisi internazionale siano addebitabili a rilassamento delle condizioni di concessione dei mutui sulla casa, e la costituzione di organizzazioni di concessione del credito garantite dal Governo USA (i.e. Fannie Mae e Freddy Mac. Altre misure hanno contribuito ad aggravare la crisi, come la regolametazione internazionale di Basilea II che ha fornito incentivi a spostare fuori bilancio i debiti:
In particolare: "The report points the finger of blame at US regulations that encouraged the relaxation of restrictions on home loans and the nationalisation of risk by the intervention of the government-backed lenders Fannie Mae and Freddie Mac. Other measures, such as the Basel accords providing incentives to push lending off balance sheet, added to financial problems".
Credo che questo aggiornamento di oggi corrisponde pienamente alla mia tesi sostenuta mesi addietro. Ora non ci resta che sperare che queste idee diventino a poco a poco di dominio pubblico.

Martedi 22 Febbraio 2011: In un interessantissimo articolo del settimanale inglese The Economist 17/2 "The big squeeze", si sostiene - calcoli e proiezioni alla mano - che le pricipali banche internazionali (figuriamoci le altre!) avranno grandi difficoltà ad assicurare un rendimento soddisfacente del proprio patrimonio netto (c.d. ROE) alla luce delle nuove regole di Basilea III, a meno che non riempiano i propri bilanci di titoli rischiosi (come per esempio i c.d. "Coco-bonds", obbligazioni convertibili in azioni, già piazzati da qualche banca ad investitori medio-orientali). Ecco uno stralcio significativo:

"Three big firms— Barclays, Credit Suisse and JPMorgan Chase—this week outlined how their investment-banking units can still make a respectable return on equity (ROE) over the medium term. The problem they face is that these divisions will be clobbered by the new Basel 3 rules. The required capital ratio will rise, as for most types of banking. But investment-banking units will also see a dramatic rise in the amount of risk-weighted-assets (RWAs) that this charge applies to. The result is that the absolute capital required under the new rules could be double that under the old ones. Taking the banks’ forecasts of their RWA under the new regime, and assuming a core capital ratio of 10%, the investment-banking units of Barclays and Credit Suisse made ROEs of about 10-11% last year, while JPMorgan’s division earned a slightly less paltry 13.5%. Performance like that would normally see these units earmarked for shrinkage or closure. Yet most banks are not about to pull the plug. One theory is that the return that investors demand has also fallen to reflect the lower levels of risk being taken at these firms. But in the real world investors are disappointed by the low ROEs now on offer. Some firms trade at below their book value (see chart), implying they cannot deliver acceptable returns to their owners. (...) The idea of an extra buffer got a boost on February 14th when Credit Suisse said it would issue SFr6 billion ($6.2 billion) of so-called “Coco” bonds to Middle Eastern investors. These will behave like debt, paying a coupon of about 9%, unless the bank’s core-capital ratio drops below 7% or regulators judge the bank to be close to collapse, at which point the Cocos will convert into equity. Until now only a couple of other banks had dabbled with Cocos, but Credit Suisse’s deal suggests a big market could exist. That is just as well, because on top of a 10% core-capital ratio, Swiss regulators will require it to carry 9%-worth (some SFr30 billion) of Coco bonds".

Nove trend da tenere sott'occhio nei prossimi mesi....
Presi singolarmente, mi sembrano segnali allarmanti. Presi complessivamente, potrebbero rivelarsi una miscela esplosiva per l'economia mondiale.
  • Francia, l'Istituto Nazionale di Statistica francese INSEE rivede al ribasso le stime del Prodotto Interno Lordo; anche il livello di debito pubblico diminuisce per effetto dei minori consumi e dei minori costi di trasporto, attestandosi ad un livello dell'81,5% del PIL nel terzo quadrimestre del 2010 (vedi Reuters 28/12 "French Second and Third Quarter GDP Revised Down": "France revised down its third-quarter gross domestic product growth to 0.3 percent on Tuesday, from an initial figure of 0.4 percent, and revised down its second-quarter GDP rise to 0.6 percent from a preliminary figure of 0.7 percent.(...) Gross public debt fell by 17 billion euros by the end of the third quarter, reducing the total to 1,574.6 billion euros, the equivalent of 81.5 percent of GDP, statistics office INSEE said in a statement.");
  • Germania, i consulenti economici del governo tedesco approvano l'idea di bond comunitari (detti anche "Eurobond"). I bond verrebbero emessi da tutti i paesi europei allo stesso tasso di interesse. Il motivo? Questi renderebbero stabile l'Eurozona, poichè i paesi europei rmarrebbero solvibili grazie alla forza del blocco comune europeo. L'idea è stata finora avversata dalla Cancelliera tedesca Angela Merkel (vedi Deutsche Welle 27/12 "German government advisor backs eurobonds": "The debate about issuing so called eurobonds, or e-bonds, - loans with common interest rates across the eurozone - was ignited again on Monday when Professor Peter Bofinger, a member of the German government's panel of independent economic advisors, said that the bonds would stabilize the eurozone. "Issuing eurobonds would make it clear that the countries in Europe will remain solvent, and that it's just no longer possible to push some countries into a corner and burden these countries with extremely high interest," Bofinger said in an interview with German broadcaster Deutschland Radio. Eurobonds would be issued to all eurozone countries with the same interest rate, allowing those in financial difficulties to benefit from the collective strength of the bloc");
  • USA, il prezzo delle case diminuisce più del previsto a Ottobre, segno che il settore immobiliare rimarrà depresso nonostante la ripresa di altri settori dell'economia statunitense (vedi Bloomberg 27/12 "Home Prices in U.S. Decrease More Than Forecast": "A wave of foreclosures waiting to reach the market means home prices will remain under pressure in 2011, representing a risk to household finances. Federal Reserve policy makers this month said “depressed” housing and high unemployment remained constraints on consumer spending, reasons why they reiterated a plan to expand record monetary stimulus. (...). Eighteen of 20 cities showed a decrease in prices in October, led by a 2.1 percent drop in Atlanta, and decreases of 1.8 percent in Chicago and Minneapolis. Denver and Washington were the only two that posted gains.   • BCE, aumenta l'acquisto di bond nell'ultimo periodo dell'anno. Nonostante l'aumento, i valori rimangono al di sotto dei livelli di inizio 2010 (vedi Bloomberg 27/12 "ECB steps up bond purchases to $1.47 billion": "Data from the European Central Bank shows it bought government bonds worth euro1.121 billion ($1.468 billion) in the week ended Dec. 24, as the ECB stepped up bond purchases in its fight against Europe's debt crisis. The previous week the central banks only invested euro603 million in bonds from governments with shaky finances such as Ireland, Greece and Portugal, disappointing traders who had hoped the ECB would play a more active role as the region tries to keep the debt crisis from pushing more states into international bailouts. Buying bonds supports their prices and keeps countries' borrowing costs in check. Despite the increase, Monday's data is still far below ECB bond purchases seen earlier this year");
  • Eurozona (I), la volatilità sui mercati europei è destinata a continuare nel 2011 e il Patto Franco-Tedesco di prevedere la compartecipazione dei detentori di bond alla restituzione del debito (detto anche Deauville pact) crea sempre più dubbi. In particolare, il piano potrebbe rendere più difficoltosa la stabilità futura dell'Area Euro, se i paesi periferici avessero necessità di indebitarsi maggiormente sui mercati (vedi AFP "European bond market faces another volatile year": "Analysts now warn that even with the help of the European Central Bank, which since May has been trying to stabilise the market by buying from banks bonds issued by periphery countries, the eurozone's financial difficulties are likely to persist. "The problem is going to flare up again if demand is insufficient when the peripheral states try to raise money in the market," said Vincent Chaigneau of Societe Generale CIB");
  • Eurozona (II), la crisi ha reso le economie europee più unite ma il sistema nel complesso è più fragile. Ora singoli paesi europei potranno dichiararsi insolventi: ciò renderà i mercati nervosi e la BCE meno adatta a combattere gli squilibri economici all'interno dell'Eurozona (vedi Wall Street Journal 27/12 "As Ireland Flails, Europe Lurches Across the Rubicon": "The two leaders had a risky plan: The Deauville pact, sealed that evening, called for investors holding bonds in insolvent euro-zone nations to shoulder losses on them, starting in 2013. That would instill discipline in profligate countries, but also implied that a Western European nation might default on its debts. That hadn't happened in half a century, and the mere suggestion would shake markets, Mr. Sarkozy's own advisers had warned. It also risked enraging the European Central Bank.   • Cina, il settore immobiliare continua a rimanere incandescente, nonostante le iniziative del governo cinese per calmierare il prezzo degli immobili. Secondo gli annunci, nel nuovo anno saranno messi in campo nuovi strumenti per deflazionare (!) l'economia cinese (vedi Reuters 28/12 "Analysis: China property market limps into new year": "Acutely aware of public anger over costly housing, Beijing will not stand for that. It will use higher interest rates, lending curbs and a battery of direct controls, from thwarting land speculators to levying a property tax, to deflate the real estate market. (...). Property prices will fall in the first six months of 2011, though by less than 10 percent, said Liu Shiqing and Xu Shengli, analysts at Essence Securities in Beijing. "Under the impact of the macro policies, shares in developers face high risks in the next two quarters," they said in a note to clients. (...).   • Taiwan, per combattere la speculazione internazionale si introducono misure ancora più ristrettive di controlli sui  movimenti di capitale. Ora, non sarà più consentito agli stranieri detenere titoli derivati non trasferibili (contratti a termine senza facoltà di consegna, a prevalenza over-the-counter, NdA) che eccedano il 20% del controvalore in valuta locale, una misura espressamente rivolta contro gli investitori esteri. (vedi Bloomberg 28/12 "Taiwan Cuts Limits on Banks’ Holdings of Derivatives": "Taiwan’s central bank said it will step up curbs on the use of exchange-rate derivatives to combat currency speculation by foreigners. Banks’ holdings of non-deliverable forwards and options in the Taiwan dollar will be limited to 20 percent of their positions in the local currency with immediate effect, the central bank said in an e-mailed statement late yesterday.   • 2011, sarà l'anno del ritorno al mercato azionario, alle obbligazioni societarie e ai fondi immobiliari , mentre verrà progressivamente abbandonato il settore Titoli di Stato (vedi Securities Technology Monitor "Investors to Move into Equities in 2011, According to Aberdeen": "With low interest rates set to persist, yield will become the all-encompassing priority for investors in 2011, prompting them to move out of government bonds and cash back into equities, corporate bonds and real estate, Aberdeen Asset Management predicts. Investors have favored emerging markets in recent months, and Aberdeen expects that to continue, with developing regions “powering global growth in 2011 and beyond.”. “In 2011 and beyond, global economic growth will be powered by Asian and emerging regions,” said Mike Turner, head of global strategy and asset allocation at Aberdeen. “Indeed, we’ll see an increasing polarization of East versus West in terms of economic performance and monetary policy response. Ciao Professore!

La notizia della morte del Prof. Tommaso Padoa-Schioppa coglie tutti di sorpresa. Una morte improvvisa, certamente prematura per chi aveva ancora molto da insegnare con la propria esperienza ed il proprio garbo. Se ne è andato come nel suo stile, senza clamore, attorniato dalla presenza per lui importante di amici, di cui ha sempre ricercato ed apprezzato la compagnia.

Io lo ricordo come mio professore a Francoforte (Germania), un professore modello, studente tra gli studenti. Nonostante rivestisse incarichi prestigiosi nel Consiglio Direttivo della Banca Centrale Europea, era sempre accessibile e lieto di parlare tanto di economia quanto di società civile. Soprattutto sensibile al tema della formazione morale dei giovani economisti, spendeva molto tempo con i suoi studenti, che vedevano in lui una guida e a loro volta ricambiavano con affetto e riconoscenza.

Le sue lezioni erano tra le più partecipate: studenti di ogni nazionalità, che accorrevano per sentirlo insegnare, e che apprezzavano le sue grandi doti oratorie, come le sue illuminanti battute di spirito. Proprio per il piacevole clima che si respirava nella sua classe, era anche più facile creare amicizie tra studenti.

Voce autorevole dell'Italia nel mondo, di lui apprezzavano la signorilità sia i grandi economisti che i giovani studenti. Era spontaneo approcciarsi a lui con riverenza, e si veniva sempre ricambiati con un sorriso da vero galantuomo.
Addio Professore, i ricordi non si dimenticano...

Il Corriere della Sera "E' morto Tommaso Padoa-Schioppa" 18/12 sera: "MILANO - E' morto improvvisamente a Roma Tommaso Pado-a-Schioppa. L'ex ministro dell'Economia è stato colpito da un arresto cardiaco mentre stava partecipando ad una cena organizzata a Palazzo Sacchetti, in via Giulia, dove aveva riunito un centinaio di amici. Verso le 21 ha avuto un malore ed è stato portato in un ospedale del centro della città dove è deceduto. Padoa Schioppa, di Belluno, aveva 70 anni. Economista, è stato ministro dell' Economia nel 2006 del secondo Governo Prodi. In passato aveva ricoperto il ruolo di membro del Board della Banca Centrale Europea".
